I agree that wearing a helmet on a pushbike signals cowardice and looks extremely dorky and beta on a man, they are also uncomfortable and a pain in the ass to carry around in between cycling, and so I don't blame men who would rather not wear one. But i think some people are more prone to fret about risk and danger, so they wear a helmet but they also know how that looks, they instinctively know that everyone who see a grown man wearing a helmet sees a weak afraid man, whether they mean to judge or not that's what people see, so sure, if I was one of those men who is scared of banging my head I'd want the rest of men to be forced to do the same, that way I could convince myself that it's not fear or worry that's making me wear it, I have no choice in the matter, asnd i'd hope others would reach that conclusion too, you know like - 'Hmmm maybe that man isn't a frightened beta cuck ruled by fear, after all the law is the law, he's just an obedient strong man!'
Never worn a helmet, never will, been riding since I was a toddler, had countless accidents and some where I got hurt pretty bad, but I never succumbed to fear, I just got more experienced and more competent.
