-Trucks which refuel at state lines may effectively not pay at all for the damage they cause to roads in their destination state.
-Cross-state commuters fueling in their home state but traveling elsewhere pay no gas tax at their destination nor registration nor license fees
-MANY covid transplants to my state (NY) do not change their registration and license after moving here with their car despite it being required by law. Any non NJ plate you can expect is illegally dodging these rules. They therefore do not pay the fees
-Toll evasion happens a lot by all sorts of drivers. Cashless tolls means you can obscure your plate number and the toll fee won't ever get to you in the mail.
-Trucks often illegally do not delcare their overweight status nor obey regulations on weight restrictions, causing undue damage to roads which cannot handle them, yet pay nothing as recompense
