What positions are they having trouble hiring for? The conductor job seemed pretty brain dead whenever I rode it.
I guess it cross streets so they need to not run over people/cars.

Most of the system goes through areas that are just sprawling suburban landscapes. It's only pretty recent that some of the outlying stations (and even some closer to the core) have had TOD built up around them.
