It is tidally locked. That is why we only ever see the one side.
It is notably not synchronous. Go outside at dusk and again at midnight and easily verify that.

With current materials the best we could do is a long, rotating tether to grab a vehicle from a suborbital trajectory and fling it on a lunar intercept. Another skyhook in lunar orbit could be used to assist landing and return. https://en.wikipedia.org/wiki/Skyhook_(structure)
