There are also a lot of tools, like hex keys, screw drivers, and spanners, hacksaw, etc, that you are best off buying non-bicycle specific versions of, because you get more for your money. Like I would highly recommend a set of wera metric hex keys if you're gonna spend on 1 high quality tool.
Others, like freewheel removers, campag tools, even cone spanners, many people will never need to touch the tools you'd get in a comprehensive set or just through acquiring everything. You probably will only ever need 1 13 and 1 15mm cone spanner, plus a 17mm regular spanner to do hubs. But a big set will give you meme sizes.
