Basically they use the traffic monitoring they're already doing to have dynamic speed limits to try and break up the worst congestion and using live updating signage to manage people's expectations better. This no emergency lane thing is either schizo autism or one shitty regional authority fucking up and is not inherent to the idea of a smart highway at all.

I don't like the mass surveillance necessary for them to function. Fuck me I can't even fart on these roads without the state knowing about it. If I'm on these roads it's probably during the odd hours of the morning and I don't like having to deal with constantly varying speed limits when the roads are FUCKING EMPTY. They used to be so comfy.
Don't forget how much more all this infrastructure costs to build and maintain compared to a regular motorway.
