Oh but for sure here's a few simpering platitudes about fleet replacements which may or may not happen within the next decade or two, 'we continue to monitor our environmental impact' and all that hot air, meanwhile track workers and depot workers continue to have to deal with raw sewage

In Russia to about 2010 passenger trains discharged human waste on tracks at will. About 1 hour range around cities toilets would be closed, but further they are open. You flush toilet it just opens hole and you could see tracks.
Today they run container type toilets, that are emptied during service stops.

Notice that in every example, they are talking about 'pledges' and 'targets'. Not 'imminent legislation making it illegal to spray raw, untreated sewage onto railway track'. I wonder, rhetorically, why that is.

I think this is still pretty widespread even in Europe. The toilets with direct opening. You are just not allowed to use them at stations.
