Problem is when a lower level is filed, flow managment thinks you won't go any higher. And since you weren't scheduled in some sectors or even some whole centers, it's very easy to say no and keep you at a shit-tier flight level like 310.

you probably have some sort of flight data issue, and the flightplans are being corrupted, some sort of coding issue is happening, or there' some sort of other technical problem somewhere
they probably all actually filed the higher altitude, but for some reason your system sees a lower one. They would all ask for higher as they're not at their filed altitude yet.

a clue this is the case would be they repeatedly ask you why they are being kept low, when you show them at their filed FL

Perhaps that's it then. Weird though because the computer we use is I believe a data feed coming from Eurocontrol. I can see what sectors they have planned throughout the entire European airspace, even in distant centers, and even the route they have through Canada and the US.
Sometimes it works perfectly fine though.

Pilot here. The comment about dispatchers being retarded is true, but turbine aircraft like doing what's called a step climb. Fuel economy gets better when you fly higher, but the fuel load causes your initial weight to be too high for certain altitudes when you initially depart. As your aircraft burns fuel and gets lighter, you can fly higher and get better fuel economy.

This is negated by the possibility of wind speed/direction making fuel economy worse at a higher altitude, or airspace/traffic issues preventing you from being able to actually get this higher altitude.

Yes that I get. Often pilots will ask to actually stop their climb to a lower level because they're heavy today. Some of them will climb better than expected and ask for higher.
That's fine with me, but what I don't get is that some flight plans are filed to a low level for the WHOLE route.
I guess it could be a mix of underground flow management shit and flight dispatcher retardation.

So the too heavy for an altitude part comes from the FMC, the airplane computer knows the max altitude you can currently fly (and still have legal performance) thus pilots just check the appropriate page on the FMC and say yes or no to a controller request.

As for flight plan filings, some flight plans are canned, they’re the exact same every day and they never get updated. Sometimes a retard dispatcher puts in a shitty altitude. Sometimes ATC changes the altitude because fuck you. Sometimes you have a smart dispatcher that knows the winds are going to be better at a certain altitude and chooses that for you. Its rare but possible, but not all dispatchers will communicate that there’s a reason you have a certain route and altitude and a controller or pilot will fuck it up by accident with a direct clearance or a climb, both of which could lose a planned tailwind.

I’m a 737 first officer, usually we try to stay less than 2000 feet from our optimum altitude, but I have never went from 290 to 370, in fact it seems he is non RVSM and is cheating
