Consider a laptop or a power tool. It has to meet a safety standard in order to be on the market.
Companies (HP, Dell, Bosch, DeWalt, Makita, Metabo/Hitachi) aren't in China, so all legal problems are their, so they really don't want to get sued by an insurance company due to a faulty laptop causing a housefire.
Laptop batteries are super safe. Fault found - batter controller locks shit out and disconnects battery. It is fused properly so in case MOSFET gets burned short, there is still an overcurrent protection. Cells themselves aren't spicy (chemistry-wise).
Powertool batteries are less safe as they have much more spicy chemistry (they have to, as otherwise you can't run powertools of them), but they also have proper BMSes, fuses, and proper chargers.
All e-scooter makers are somewhere in China. Go try suing ninebot/segway/xiaomi. You can't.
Even more of those are kinda hobby-level designs, that often... Dunno how to say, they just don't have experience designing stuff proper. Or don't want to.
Some of them are nice (for example E-TWOW, even though battery design sucks there, as it doesn't have balancing which means it wouldn't last, but it is fused and has BMS with overcharge-discharge protection, and nice frame that was originally a Decathlon scooter, but after redesign it became something different, but most parts are kinda similar).
