Does your city have overly wide roads? Here in Phoenix everything is 6-8 lanes and it makes the city a shitton hotter outside. Also massive parking lots made of asphalt which exacerbates the heat.

Heat absorption is an issue, though. Phoenix was established before the creation of air conditioning, but now is unlivable without it, because of the heat abortion from the black and gray roads instead of the white sand (and this heat radiates a good ways away from roads). Then the AC pushes more hot air outside (since it works by removing heat from a space), which makes Pheonix more of a hellscape.

Here in the KC Suburbs we have wide roads separated by greenspaces in the middle. My suburb is usually 2-3 degrees cooler than KC Downtown (I am about 1-2 degrees warmer than 30 minutes out in the country).

Summer heat in the midwest is so oppressive there is no combination of narrower streets does anything to help. The only thing that helps is trees and greenspace. They try to avoid the super dark asphault as it breaks down above 105 degrees.
