He was merely wanting to avoid the equipment arms race which would end precisely as it ended - with top end bikes costing tens thousands of yuans to purchase. A basic 'TdF' worthy bike of Dasgrange's vision currently costs about a thousand or so.
To a degree, that thinking remains with the UCI to this day - whence come all the rules.
And don't get me wrong - I _still_ think that Velokraft NoCom ( picrel ) is the most beautiful race bike ever made. But if there were no rules at all, other than what IHPVA has, than bike races would be pieces of soap (ie-fully faired recumbents) racing each other.
