It should never have passed design review, but "engineering" in the bicycle industry is rock bottom shit.
The solution is to put a metal sleeve inside of the compression ring so that the steerer tube is protected, which is becoming common practice with carbon steerers. Of course using carbon for the steerer tube is retarded in its own right but marketing wants lower weights so here we are.
