Under 'free' market conditions a high-speed rail road can never compete on long distance because for a plane the only variable cost for distance is fuel. However the creation, maintenance and monitoring railroad tracks for a high-speed train is a fixed cost that adds every mile/kilometer with no diminishing returns.
It's only doable in mid-length distance in places with direct route in-between stops that has high rate of individual passengers going in and out.
