Maintenance-free bike

Due to lack of a garage to fill with bike parts, I'll have to pick one bike and be happy with it forever. Does anyone sell bikes that won't require much maintenance on a decades long scale?
Something along the lines of these thingers what I done seen in China, picrel
>belt drive, fixed gear
>solid spoke wheels (because they look dope)
>airless tires
>put it on a road bike frame made of tubes the width of a thumb, or one of those space age ones made of compacted animal shelter ash
>add those cool handlebars that go forward, then down, then back (no idea what they're called)

Would it be difficult for a non-cyclist to build one? How do I keep parts compatible, and what sizings/standards do I need to be aware of? I want a thing for weekend grocery runs or the occasional ride through the park, that won't need more than a tire change before I'm dead.
