Just prohibit for pupils to leave school during breaks at all. Sometimes I roll past my old school it had footpath that lead to street and street had food stores, candy, ice cream etc. Every break doozens of pupils would be running back and forth to get snacks.
Today there is 7 feet iron bar fence on this pass (and all around school), and path all covered with the grass.
