The left lane is generally the passing lane (marked as such by signage in more rural areas) because of visibility reasons, it's easier to see cars on your left then right, and creates weaving and slowing down to exit when there doesn't need to be. Studies going back to the 1960s have showed this creates problems.
Also Cities Skylines and their traffic simulator sucks.
