The “suburbs don’t generate revenue” thing is a bullshit gotcha argument from urbanists who were tired of being told that bike lanes and transit don’t generate enough revenue to cover their costs, so they just flipped it on suburbs. But suburbs should take more tax revenue than public transportation and bike lanes, because over 50% of Americans live in suburbs, while only around 5% of americans commute on transit and like 0% commute by bike.
But yeah, suburbs can line up with bike lanes, public transit, parks, subsidized housing, the fire department, etc. all things that cost more than they “generate”
