Let's say your constructing a brand new tramway network for a city. Do you go with 1000 mm or 1435 mm?

It all but ensures you can't extend your tram network to an interurban network using existing standard-gauge lines, for better or worse.

Conversely, it means freight trains can't use your tramways, which meant a lot more in the previous centuries (see Philadelphia).

1000mm is not so common and most of all with current low-floor rolling stock it means less low-floor (because the wheels closer together that means tighter corridors in interieur).
There is no meaningful reason to go with 1000mm other then if you have already some sort of 1000mm network which you want to connect.

1000 is common in Germany, especially in older smaller towns turning radius and using less space is important, there is also a chance to use an narrow gauge rail line to expand

1435mm, because rolling stock and equipment is going to be significantly cheaper and more easily available. Also allows theoretical compatibility with mainline railways if there's ever the intention of expanding as a tram-train.

Am I right in thinking that mainline railways require turning curves so big because they need to accommodate big locomotives and their 3 axle bogies close together?

You can get a six axle locomotive through surprisingly tight curves desu, just very slowly. The main reason they have large radii on mainlines is to facilitate higher speed operations.

it's not about axle (if you wanted to, you could make the middle axle of the bogie flangeless, there were narrow gauge steam locos like that back then), it's about wheelbase which is way larger on mainline rails

Blind drivers are arcane tech. Modern trucks (or bogies, whichever term you prefer) have axles that can either self-steer or allow the axles enough 'play' that they can handle virtually every curve that exists. There are also truck frames that allow some degree of flex for the same reason.

Wooden seats where requested by the passengers. Wood is nice and the seats are easy to clean. if you have foam/textile on your seats you're basically sitting in the crusted body fluids of a 100 bums.
