>>1738053>>>/bqg/ but I'll helpYou have two kinds, one sealed bearing (bottom pulley) and one sealed ceramic sleeve (upper shifting jockey). Take both out, wash with warm water and soap under running water and brush (I use a discarded toothbrush) first the bottom one, then put it aside to dry.
Now be careful with the shifting jockey wheel, don't use running water, take it apart, wash the two washer cups, wash the seals carefully with your hand, there will be gunk in the crevices. Wash the ceramic sleeve.
Apply grease on sleeve, insert into wheel, put back one side rubber seal, apply grease on cup then install one side cup, repeat on the other side, install pulleys. Use loctite but only in the threads not on the screws. Ceramic sleeve jockey wheel will have some friction, it won't spin freely but it will perform well under load. Bottom pulley will work with worn bearing. You can apply some oil around the gasket but really it is a no maintenance consumable part. Replace if too ratchety. The ceramic sleeve if cleaned and regreased regularly (per season/year) then it will last a lifetime.
