Considering buying a Vespa, but I have no experience with motorcycles or mopeds, I only need it for trips to work (11 miles, no highway).
What are some of the pros and cons of riding on a moped? Are they safer than motorcycles?

they are much, much more dangerous than motorcycles. a motorcycle lives and dies on its braking, manoeuvrability and stability. the small wheels of a moped hamstring all of these.

Mopeds have superior maneuverability at very low speeds in tight cities. Just not at speed.

Different mopeds have different tyres sizes. I would't reccomend a vespa, it is as expensive (if not more) as an electric moped.
Moped are pretty common (from my experience) in big cities like milan or florence, the most common model i've seen is the honda sh125.
The cons are lower insurance, lower gas money, easier to park, doesn't require a bike license (depends on where you live), easier to drive due to the automatic transmission.
Cons are that you can't use them all year (althought i've seen people using them in winter), lack of cargo space.

yeah, given a lower than walking pace speed, agreed. this makes them good at threading through traffic where you need to both filter and cut across queuing cars. they're very good at this. the speed at which they begin to be less manoeuvrable than a motorcycle is very low though, so outside of threading through stopped traffic they are the inferior choice to a small motorcycle. it really depends on your personal circumstances and location. also, inferior and superior doesn't mean that the vehicle can or can't do the job. a moped can do a 500km road trip and a motorcycle can drive through the centre of Lagos in rush hour. they're just not optimal

Remember that even if it doesn't look like a motorbike you are subject to the same injuries if you fall or get hit.
Proper protective gear can make the difference in a collision above 30 kmh.
