If the boat is on the hard you will have to pay to have it launched, if it is in the water you will want to get it out of the water to check the hull, so you have to pay to have hauled out, yard fees, and then launched. That would probably eat your current budget right there.
Before you even consider such a voyage there are parts of the boat which you need to be 100% certain will not fail because if they fail in ice country you will at best loose your boat, at worst your life. Standing and running rigging, engine and sails. Rigging will probably need to be replaced on a bargain boat, engine rebuilt, sails replaced, if you do it all yourself that is your budget, plus you have the other costs already mentioned.
In many parts of the world you are required to have insurance to even dock your boat, Australia and Mexico are two such countries, even if the country does not many marinas do and that boat you find maybe in such a marina, so you may have to get insurance at some point.
Things add up quickly. If you really want to get one of those great deal boats which do not require a huge investment to get sea worthy you need to get into the community, the boats which are actually good deals never get listed anywhere, they are sold word of mouth. Like I said, if you really want to do this move somewhere with a sailing community and become a part of it, you will learn a great deal and meet people who will be able to help you save money.
