>>1736526Read up on the multitude of of schemes employed to deal with homelessness and read up on all of their failures. I live in the SF bay area, there has been so much money dumped into the problem and nothing had worked because the fundamental issue is drug use/mental illness + "anti authoritarian" lax approach in shuffling them around.
Other countries that have similar issues allow these people to just occupy a neighborhood in a city for themselves, and authorities basically quarantine it from everybody else.
In dealing with the typical "poor person" homelessness that occured in developing countries following urbanization, governments just turned a blind eye to slum housing built in empty areas on the outskirts. Americans will never allow thay and such these homeless can only build temporary tents semi shacks that is inevitably forced to move every couple of months to a new location. It keeps them in a limbo zone and it's like that because Americans are too prideful to pass legislation that makes informal housing legal.
Another big thing is family/community connections. In many poorer countries somebody would have to fall through multiple cracks to finally end up on the street. Immediate family, extended family, friends, neighborhood, place of worship ect. Would all step in to help. Americans rarely have a network like this nowadays, and that's why the majority of homeless by far are whites and blacks, not hispanics and other immigrant groups.
As long as you have homeless, you'll have them on public transit. It's comfortable and better than sitting on a street.
