Biden may win in 2024 however he's alienated a sizeable of his base and may lose to whatever Republican they put up there. Republicans don't invest in infrastructure projects and if they win it'll probably get worse.

If we’re not going to get good rails, I prefer the rails to trails myself. Stuff like bus subsidies are automatic anymore, so both democrats and republicans let money into those.
But things like city-trans are so boring to the constituents that they’ll ignore it, and only see the extra spending.

There's no doubt these trains can be used for a military purpose but a very limited one. A HSR trainset cannot carry tank, artillery or any heavy equipment. The only thing they can do is shift infantry around with their light equipment. In short, HSR is better used for riot control and troop build up rather than supporting invasions.
