They insist on manufacturing every flashlight with 100 strobe modes, black bore with no reflector, super duper self defence cutter edges, a kilogram of aluminum ornaments, but with shitty round lens and contacts. Even the non-flashlight style units with one mounting orientation and plenty of size have plain round lenses with no shading or beam forming.
But to answer OP, IMHO bright strobes are worst. OTOH when driving car it helps when cyclist has one smaller blinker and one decent constant light spaced apart - easier to notice, judge distance and trajectory.
