The old Boston Central Artery--nominally a six lane Interstate highway, was capped at 35 mph (probably to account to antiquated exit/entrance ramps). Reality is people drive to account for road design and police power. You're not going to fuck around with going +10 mph through a small town, no matter how wide the road is. On the other hand, going +10 mph through almost any major road in, say, Houston, is a common and acceptable practice.
