I usually bike new roads long before they open and use my gps data to add them to OSM tagged as construction.
My city also has 7.5 cm aerial photography done every 2 years and makes that available for editing via a WMS server. They capture it in the spring before the leaves open, so you can see a lot more on the ground than satellite imagery which is often summer images. They also make oblique imagery from 4 different angles available.
The extra angles are handy when you can't quite tell what something is from the overhead. And the high resolution is helpful for mapping small stuff like chain link fencing, benches, garbage cans, group mailboxes.
