I figure that Cities in Motion 2 is the best management simulation for urban public transit. You're only tasked with handling public transit, not any other city element. You can use buses, trolleybuses, trams, metros and boats. You get a plethora of different street types that include bus lanes, medians that can be used for tram ROW, one way streets, expressways. You define transit lines including timetable (albeit time passes fast so you end up running trams every hour, essentially you just define frequency), and every passenger has a start and end point and will interchange between modes of transport, so you can have connections and feeder services. Traffic can obstruct your transit services if they're not segregated, so hou must take this into account.
It's not without it's flaws, but I'd say it's the most complete transit management game there is with the most realistic traffic simulation.
