You can't just massively pay for something with public funds!! People would start to lose sight of all of its externalities and believe they were entitled to it, and it would become so dominant that cities might be redesigned around it, even if it were bad. And worse, at that point, it would be nearly politically impossible to ever try to undo the mistake
