Pretty sure I read about that specific solution having a considerable tendendy to get stuck. And when they're stuck, the truck can't reach the cargo-ramp to load/unload. Not a satisfying scenario.
The covered wheels for instance would also make access to these worse, compromising service cost and even safety (driver won't see that something's wrong with that wheel before something serious happens). Meanwhile gains are marginal at best.
