Ban bikes from car roads and give them their own street. You wouldn't even need any special infrastructure, just some bollards. Cars could still get through by way of intersections like pic related. Just a couple of north/south streets and a couple east/west and boom, perfect bike infrastructure and no more traffic fatalities. Big, wide, multi lane roads for bikes, bike free roads for cars. Balance.
