Why aren't we doing this everywhere? not only does this narrow district to prevent speeding it also protects the cyclists from car doors

Because angled parking requires the most area out of all parking arrangements and practically the same street width as 90 degree parking, and a lot of municipalities are either unwilling to sacrifice this much street width for parking (two lanes without even including the bike path) or can't come up with this much space in most streets in the first place.

Street parking on streets that arent lower density pure residential should be abolished. Replaced by public multilevel parking structures. Which are topped by public green spaces such as sport fields, dog parks, picnic areas, or pools.

Street space should be used for moving people and goods. Not storing transportation or sidewalk cafes.

This is a good idea. I feel like some city governments wouldn't want to pay for or deal with building parking structures but you could remedy this by requiring development companies to build off-street parking every time they build something new.

My city has built several parking structures for downtown and no one uses them. They're not even expensive.
