They're monetarily efficient if they cram it full of people, they're traffic efficient if they take people off roads (which no "new" rail system has ended up doing, in almost every case, the transit system shows a decrease per capita), and they're individual efficient if you happen to live and work directly off a rail line (it's rare but okay).
Also trains are extremely expensive to ride on, a bus ticket is far cheaper than a train ticket, and train tickets still get way more federal funding. As I understand it, the HSR will be comparable to (and compete with) Dallas-Houston flights.
