yes california is incompetent, there's no denying that universal truth. however even if it were mildly competent I'd expect lobbying to happen from the side of automotive and airline industries, eager to shut down a potential rival.
(I don't have any sources for my statement however I think that the aerospace and automotive industries are so massive within the american economy they could justifyably be called industrial complexes, similar to those with oil and private prisons)
