You rarely sit right on top of the bogies in a TGV and in those that have seats over the bogies in the first and last coach of the set, you do notice the difference.
Fun fact: By the French definition of a Jacobs bogie, it supports two adjacent coaches, either through two separate secondary suspension sets or through a bolster carrying two sets of pivot and slide plates.
TGV bogies are mechanically linked to a single coach, the second coach being linked to the first one through a single hook and five dampers, making those bogies not-Jacobs.
From what I gather that difference doesn't exist in English.
