>>1761446 is the real big brain here. The region I grew up in didn't even have a proper road network until the early to mid 1900's. Until then most transportation and travel was done by boat. At least for longer distances. And to some degree by rail in the late 1800's. Notably one of the biggest churches in the region was located out on an island which is pretty isolated today, but the location was very accessible back in the day when everyone got around by boat.
