In my opinion China is better off with HSR, than it is without...although I do think some lines seem dodgy when they are already served by slower speed trains (a la the Xinjiang line). However the debt will come back to roost. If China ends up in an economic and political crisis, they won't be able to afford the upkeep for their infrastructure, forcing them to cut cost on maintenance, leading to their rail network decaying and aging, and thus trapping their once vaunted network in a negative cycle.

It has been proven time and time again in large land masses that prisoner or slave labor is the only effective way to build a railway without drowning in debt

The likes of Evergrande were a problem because the PRC was never going to bail them out and the resources of a single real estate developer are minuscule compared to their debt burden. Neither holds for CRRC.
