>>1761411You want them to be tight enough that there is no play and loose enough that there is no roughness. When closing a quick release lever, it slightly tightens it, so sometimes (not always) you'll need to leave a very slight bit of play in the bearing when adjusting it, and clamping the QR will get rid of the play.
If you struggle to get the right tightness where there is no roughness and no play, the easiest method is to get it as close as you can, then do one of the two following things (AFTER you have locked the locknuts against the cones):
>if there is a little play, take your two regular wrenches, one on each locknut, and turn both of them clockwise (tight) against each other>if there is a little roughness, take your two cone wrenches, one on each cone, and turn both of them counter-clockwise (loose) away from each otherBy doing either of the above, the cones and locknuts are tightening against each other hence they won't become unlocked from each other, and you are able to get a slight adjustment to the bearing. (of course if you were to reverse it and turn the locknuts counterclockwise or turn the cones clockwise, you'd unlock the cones from locknuts and have to start over)
If you are unable to get a medium where there is no roughness and no play at the same time (i.e., if with a very minimal amount of play there is still a little roughness), you probably need to overhaul your bearing (open it, clean it, new grease, new bearings), but if overhauling immediately is not an option, it's better to have a little play than to have a little roughness.
