If CA could just nationalize property, HSR would have been built in the late 1990s using SP's Coast Sub which was where Caltrans extensively prototyped high-speed Talgo trainsets with the idea that they could do HSR there. Sacramento refused to finance it. Also, the cost per mile is still only 1/2 of equivalent BART expansion which is relevant in regards to the Bay Area.
