Sot has color.
So the engine and the cart with the fuel is most likely going to be painted in a color that compliments or hides sot.
If its a big problem, the carts might also get roofs in a color that compliments it. Or makes maintenance easier.
Everything else is up to chance and fashion.

Its the same reason why a lot of mechanic uniforms either is a color to make oil stains visible, or less visible depending on occupation and hazard.
And why suits designed for contamination is WHITE, mostly to stop idiots from thinking they are clean after use.

For the same reason France and Germany and Russia and Poland and every country that wasn't the UK did: nobody wants to clean their locos with the frequency bongs did. BR saw this, and created BR Black liveries. It's just easier to keep looking presentable, and it's cheaper to paint too. I don't know what process the big four used to keep their liveried motive power clean, but it must've been pretty autistic.

When railroads were new in the United States, locomotives were the cutting edge in technology and that combined with the Victorian love for loud gaudy colors led to wild embellishments. When you see a restored 19th century locomotive or a model it looks like something from a cheesy Wild West theme park but that’s what they looked like, with circus wagon colors and polished brass work. By the end of the 1800s though, trains were commonplace and all black practicality became the fashion. There was a revival of color with the streamlined steam era but black stayed the default livery until the end of steam.

Red paint is easy to make durable and cheap in ye olde tymes, and it shows oil and metal shavings and all that kind of crap really well. Helps crews know if a bearing has died and is spraying lube and metal shavings everywhere or something like that. Germans are all about efficiency and proper function, and the red helps. Many Soviet locos had the same thing.

the few exceptions were for flagship passenger trains notably ones that ran on the west coast between san francisco and los angeles. Scrapped ~1960
