that's an old 80s avocet crit saddle. Proper positioning on that one is ever so slightly downward. not quite as down as he has it but it should be pointed a few degrees down (not counting the rear flair.

That Avocet saddle was essentially not compliant until the mid 2010s rule change which allows for 9% tilt with a 1% margin of error.

Oh, that's fine then. I prefer toe cages with no straps but I have nothing against straps as long as they're not the leather shit.
That said straps do suck during winter on slippery roads when I want to be able to put a foot down at a moment's notice.
