If I had to guess, better engines and weight saving innovations have helped fix the fuel consumption issue somewhat, modern market conditions are different than they were 20 years ago, the program hasn't been run as poorly as the original Concorde program so the cost overruns are less unacceptable. Not upset to be proven wrong, but all these would make sense.
