Started in 1998, not expected to be finished until 2030...
2926, the largest northern, was started in 2002 and will be finished very soon. With no government funding.

I think some locomotive restoration projects get derailed because everyone involved in them at the management level is autistic. No one can compromise, as a result factions develop and stonewall any progress. Most probably fail because it's not until well into the restoration that everyone realizes they bit off more than they could chew.

Why don't they just build a new one from scratch?
There's no way it costs more than rejuvenating a pile of rust built with two hundred-year-old industrial processes.

1361 springs to mind. The fact that the privately funded T1 trust is making quicker progress completely rebuilding a very large, very complex psudeo-northern than Steamtown is rebuilding was is effectively a USRA Heavy Pacific is a little embarrassing. Having read their website, it seems like the restoration is so overmanaged and mired in bureaucracy that nothing is happening like 90% of the time. If they really wanted to just get stuff done, this would've been completed in 2010.
