If there's a strong wind, just have power stop when a short's detected.

Trolleybus has complicated switches, and messy wires. This happens in high voltage electricity lines too anyway, aside from substations. Adding protection to buried features is more thorough and efficient.

You know what hdpe is used for? As a liner material in landfills, mining leach ponds, etc, to prevent pollutants from entering the groundwater.
But even with this contaminant-sensitive context as a hint, you'll never guess *why* it's appropriate!
