You can get a hybrid for $500-$600 but it will be bottom tier, and have some huge compromises on spec. Generally when you look at new bikes you should try to buy 8 or 9 speed, not 7, something above total bottom end, because the reliability and quality rises dramatically, and past that point, you're mostly just eeking out marginal preformance gains. But it is a function of price and if you get a cheap bike it still is a bike.
The 2 things, at the bottom end are
