Prerequisite for board approval is a DNA sample. Poop is routinely tested and a match is a violation. Bylaws indicate a stepped fine for poop violations, to keep it reasonable there is a rolling 24 month grace period. First violation is a warning. Second is a $500 fine. Third $1500, fourth $3000, fifth violation the dog is out and the unit cannot reapply for a dog for 5 more years.
Now you might say, ok but the dog walkers will just let dogs poop nearby. Not so fast! Each building has entered into a voluntary agreement with all the other buildings in the neighborhood. Poop is sampled and the results shared with all of the neighboring boards. Much like NATO, an attack on one building's peace of mind is an attack on all.
