What is the difference in efficiency between an electric plane and the electric boat-plane?
It has to be the result of better lift being close to the water surface, aka hoovercraft, otherwise it has no added value. It is not due to being 'electric'.
I don't think it would do well, too dangerous with regular slow ships in the water. All other marine traffic would need to be cancelled.

How is the 'electric' boat-plane more efficient than the regular 'electric' plane or 'electric' ship?
If they are all electric, the being electric is NOT the differentiating factor.

Anyway, I think the bigger meaningful issue is the clutter on the ocean.

In terms of vessels and off-shore plants, fishing boats, cargo transport, gas and oil tankers, Cruise ships, oil drilling platforms, wind turbines. Navy ships patrolling the oceans.

The reason everything 'works' because they go very slow with no risk of accidents and plenty of time to adjust and react to something.

I'm sure they want 180mph vehicles scowering straight through that. Especially the navy ships and coast military looking out for enemy air craft, drones and missiles near the water surface. What can go wrong?

For that reason alone I don’t see these being used/allowed anytime soon.

I can think of a few places where it'd make sense.

The hydrofoil ferry from Busan, Korea to Fukuoka, Japan takes about 3 hours.
With a 150mph ground effect vehicle you could do it in under an hour.

This could replace the need to fly between those two cities and some runs could even serve Tsushima (the island in the middle).
The only problem is that service will have to be suspended or slowed down during bad weather, less of a concern for flights.

Accessibility-wise, there won't be much difference, since the airports of both cities are similarly close as the sea ports.

Still has some noise issue, already severe from Fukuoka Airport. Umi-no-nakamichi is important to preserve for tourism, although its candidacy for Integrated Resort (casino) might not need to be too quiet.
Hakata Bay is somewhat narrow. Busan much narrower. Worse, there's a bridge.
Both port has intense container ship traffic.

Doesn't honestly compare against actual high-speed ferry with only triple the top speed (~60mph), and carrying cars (maybe trucks, trailers, and cargo too for slower ones)

Yeah, I've heard. Would love to check that one out. Last time I took the ferry they were still using the old JR Beetles.

Busan ferry port is a bit outside of town, but the one in Hakata is square in the center of town. We literally walked to our hotel from there.
