my advice is to learn to paraglide first then do the motor part
buy a used glider and harness, find a flat or slightely sloped field, if its sloped make sure the wind is blowing up it not down, make sure theres no trees upwind creating turbulence and then kite the wing
keep kiting until your confident at that and can control it in even strong wind
then learn to either glide off tall hills or ridge soar
at that point you can look into buying a good condition wing, reserve chute and either a paramotor or look into thermaling
also if you have the dosh look into electric paramotors
