It works to an extent: the real issues only have long-term solutions though.
The biggest issue is that Miami doesn't have a dense core in terms of things to do. It doesn't have a core where you can live, work, and have a large, large variety of fun things to do. Whenever I'd stay overnight there with some friends, we'd notice how we couldn't get to anywhere fun, especially later at night, because everything fun required a bus ride or two from the metro, going west of Metrorail.
Sure, you could expand the metro towards more points of interest, but it won't solve the issue that south Florida, including the Miami area, is so spread out.
