Cycling is as much a pragmatic thing, as a cultural one. Kids cycle to school because it's the quikest and free, also it's safe enough for kids to do so (important). Students cycle because it's cheap, adult stop cycling mostly but nowadays are stimulated to do so again. Mostly by making it the easiest, quikest and most attractive option
