Tri-Rail is good, if the stations are close to where you want to go. The big issue south Florida has is a lack of dense cities: it has huge suburban sprawl, with points of interest spread throughout rather than clustered in Fort Lauderdale or Miami.
I'd say Tri-Rail is good, but I wouldn't call it "very good" or "great". All my times riding it have been pleasant and have taken me where I needed to go. I dock some points for having experienced multiple engine breakdowns while riding on Tri-Rail. Not many breakdowns, but still multiple. I dock more points for Tri-Rail not operating very late at night, reducing its usability for people with night shifts.
Tri-Rail is definitely better than Brightline, for a large number of reasons.
